In-fighting and not enough bribe money to go around among the Democrats was the only issue holding up this bill. They didn't get any help from Republicans and didn't need it. It only looked this ugly because the Dem's got scared when the voters of Massachusett's gave "Teddy Kennedy's" seat to a Republican. The Democrats still didn't listen.
